Daily Briefing

Key Takeaways

• Russia launched a new overnight drone wave targeting Kyiv and surrounding oblasts (Oct 31), with Ukrainian Air Force tracking reactive UAVs across Poltava, Sumy, Kharkiv, and multiple Kyiv districts — coming on the heels of a 113-drone/ballistic missile barrage the prior night that killed at least 14 in Dnipro and two teens in Chernihiv.
• Ukraine's deep-strike campaign scored confirmed results: satellite imagery (6 sources) verified two Su-34s destroyed at Marinovka airfield via Neptune missile; Storm Shadow struck a defense plant in Yelets/Lipetsk; and Ukrainian drones hit the Novokuybyshevsk Rosneft refinery in Samara, with Russian Deputy PM Novak confirming strikes on three refineries and one chemical plant.
• The US State Department approved a $2.1 billion FMS sale of 500 Patriot PAC-3 interceptors to Ukraine (39 sources corroborated), but Zelensky warned delivery could take years — not this winter — raising acute concerns about near-term air defense sustainability ahead of a predicted massive Russian missile strike.
• Diplomacy is intensifying but fragmented: Russia-US trilateral Abu Dhabi talks are being scheduled for November; Ukraine proposed a direct Zelensky-Putin meeting via Finnish and Norwegian intermediaries; and US envoys Witkoff and Kushner reportedly agreed the E3 (UK, France, Germany) will represent Europe in peace talks — while the Pentagon separately pressured Baltic NATO allies to soften anti-Russia rhetoric.
• The Trump administration's pressure on Lithuania to open Klaipėda port for Belarusian potash exports in defiance of EU sanctions signals a deepening transatlantic rift over Belarus/Russia sanctions enforcement, with European officials flatly rejecting the request.
