Daily Briefing

Key Takeaways

• Russia launched its largest single-day barrage of the war — ~1,940 drones, 1,580+ KABs, and 44 missiles — devastating energy infrastructure in four Ukrainian oblasts and prompting Zelensky to urgently request Patriot resupply from Western partners.
• Ukraine formally ended an informal energy ceasefire, striking three Russian oil refineries in three days including the LUKOIL-Kstovo facility (Russia's fourth-largest, 17M tonnes/year capacity) in Nizhny Novgorod Oblast, claiming ~10% of Russian refining capacity hit.
• Russian forces suffered a record 54,400 killed and wounded in October 2026 — the highest monthly toll since February 2022 — while losing a net 27.29 sq km of territory, per ISW and Ukrainian General Staff (21 sources corroborated).
• Both sides' public emergency alert systems were hacked simultaneously: Ukraine's 'Povitrana Tryvoga' app broadcast false nuclear/chemical warnings, while Russia's MChS app sent fake nuclear strike alerts nationwide — a coordinated information-warfare escalation coinciding with the end of the longest truce of the war.
• Pro-Russian Iliyana Yotova won Bulgaria's presidential runoff with 57.7% of the vote, defeating pro-Ukraine former PM Andrii Gyurov — a geopolitical setback for Kyiv within NATO/EU.
