Daily Briefing

Key Takeaways

• Abu Dhabi trilateral talks (Ukraine-US-Russia) are targeting November 4–10, confirmed by 14 sources via Polish PM Tusk and Zelensky, but the Kremlin is already conditioning timing on Middle East developments and explicitly excluding Europe — a structural fault line in the process.
• Zelensky disclosed critical air-defence shortfalls: Ukraine receives only 12 Patriot interceptors/month against a need of ~150, while Russia has fired over 100 ballistic missiles at Kyiv in two weeks; Starshield military satellite comms have also gone offline.
• The UK announced a £10 billion support package (£7B economic, £3B weapons procurement) under PM Burnham, partially offsetting a projected fivefold drop in non-EU partner aid to Ukraine by 2027.
• Ukraine's long-range strike campaign continues to hit Russian industrial infrastructure — the Novomoskovsk Azot chemical plant (Tula Oblast) was struck twice, and the Lipetsk NLMK steel plant was hit; Moscow Oblast saw ~60 Ukrainian drones intercepted overnight.
• The Trump administration is weighing lifting sanctions on Russia's RDIF sovereign wealth fund (22 sources corroborated) and discussing returning US oil majors to Russian energy markets — economic concessions that critics say lack any reciprocal Russian ceasefire commitment.
