Daily Briefing

Key Takeaways

• Russia launched a multi-wave ballistic missile attack on Kyiv overnight Oct 26–27, striking a university campus (DTEU), Kyoto Park, the Southern Bridge, and metro infrastructure — killing at least 1 and injuring 10+, with a second wave hitting at ~03:30 local time (22 sources corroborated the initial strike).
• Zelensky disclosed the US has blocked a 'significant' batch of Patriot and NASAMS missiles for nearly a month pending Defense Secretary Hegseth's signature, while Ukraine simultaneously appealed to five European allies to transfer 10% of their Patriot/IRIS-T stocks.
• A localized ceasefire began at 04:00 Moscow time in Russian-occupied Oleshky (Kherson Oblast) to allow humanitarian access — confirmed by both Ukrainian and Russian sides — even as ballistic strikes continued elsewhere in Ukraine.
• Ukraine struck Russia's Energia plant in Yelets (sole producer of glide bomb guidance batteries) and confirmed satellite imagery shows the Proton-Electrotex semiconductor plant in Oryol is functionally destroyed.
• Serbia's opposition 'Student List' won snap elections with ~53% of the vote, ousting Vučić after 14 years — a potential strategic realignment, though the new government also vowed to halt arms exports routed to Ukraine and reject Russia sanctions, complicating the picture.
