Daily Briefing

Key Takeaways

• Diplomacy accelerating on multiple tracks: trilateral Russia-US-Ukraine command-level talks confirmed for Abu Dhabi in early November, a localized ceasefire brokered by Melania Trump takes effect in Oleshky (Kherson) on Oct. 29, and the US is reportedly preparing a sweeping peace framework requiring Kyiv to renounce NATO in exchange for sanctions relief and Nord Stream resumption.
• Ukraine's largest overnight drone campaign of the war targeted deep Russian territory — Russia claims 443 UAVs intercepted across 20+ regions — with confirmed strikes on the Azot chemical complex in Perm Krai (~1,500 km from the front), Moscow-City's IQ-Kvartal tower, the Proton defense plant in Oryol (30+ workers missing), and a Russian Federal Tax Service data center in Nizhny Novgorod.
• Russia's sustained energy campaign left 500,000+ Ukrainians without power across 8 oblasts, forced DTEK to halt generation at a thermal plant, and killed at least 8 people and injured 67 over 24 hours; overnight strikes on Oct. 24 continued with KAB glide bombs on Zaporizhzhia, drones targeting Sumy, Kryvyi Rih, Mykolaiv, and Vinnytsia, and a hit on a residential building in Kyiv's Obolon district.
• Ukraine and Russia completed a major 270-for-270 POW exchange — one of the war's largest — returning 221 Mariupol defenders and 72 Azovstal fighters, confirmed by GUR Chief Budanov (22 sources corroborated).
• Starlink/Starshield restrictions partially lifted after Trump personally called Musk, but ISW reports in-motion speed restrictions persisted on Oct. 23; Zelensky disclosed Ukraine received only 24 Patriot missiles from the US in the past 90 days, signaling continued supply strain.
