Daily Briefing

Key Takeaways

• Russia launched one of its largest combined strikes on Ukraine overnight Oct. 21–22, firing 21 ballistic missiles (including Iskander-M with cluster warheads) and 210 drones at Kyiv and 12 oblasts, killing at least 15–17 people including two children and wounding dozens more (34 sources corroborated).
• Ukraine retaliated with an 808-drone mass raid on Russia — the largest of the war — targeting Moscow Oblast with 630 UAVs, striking the '75 Arsenal' air defense repair facility in Serpukhov and temporarily closing all four Moscow airports.
• Trump personally called Musk to lift Starshield military restrictions for Ukraine; the system resumed higher-speed operations shortly after — a significant frontline communications development confirmed by 24 sources.
• Trilateral US-Russia-Ukraine technical talks are now confirmed by both Zelensky and Putin, with early November proposed as the timeline, but Russia simultaneously struck Kyiv hours after ceasefire talks — and a reported Trump-Putin-Xi summit in Shenzhen on Nov. 18–19 (excluding Ukraine) is a major watch item.
• Poland suspended a military aid package to Ukraine over the Lviv Oblast Council's UPA glorification vote, and the EU proposed new energy sanctions on Russia's refining sector in direct response to Trump's diesel sanctions waiver — both signaling fractures in the pro-Ukraine coalition.
