Key Takeaways

• Russia struck Kyiv overnight with ~30 ballistic missiles and a follow-on drone wave, killing 15 people including two 15-year-old children, damaging metro infrastructure on the Southern Bridge, a paramedic station, and 6 ambulances — one of the deadliest single strikes on the capital in recent months.
• US envoy Steve Witkoff completed a 3+ hour meeting with Putin at Constantine Palace in St. Petersburg (32 sources corroborated), announcing trilateral US-Russia-Ukraine technical-level talks will follow; Zelensky confirmed willingness to freeze the front line if Ukraine retains 75%+ of its territory.

• Ukrainian drones struck the '75 Arsenal' defense plant in Serpukhov, Moscow Oblast — a facility that repairs Buk-M1/M2 and S-300V air defense systems — as part of a broader overnight Ukrainian drone campaign that also hit Lipetsk and other Russian targets.
• Russia plans a 42.8% increase in its 2027 defense budget to 17.1 trillion rubles (~$206B), representing 35.2% of all federal spending, signaling intent to sustain the war economy well into 2027.
