Daily Briefing

Key Takeaways

• Russia launched one of its largest combined attacks of the conflict overnight Oct 18–19, firing 16 ballistic missiles at Kyiv and 269 Shahed-type drones nationwide; 247 drones and 4 cruise missiles were intercepted but 28 critical energy facilities were struck, cutting power to ~550,000 households across 10 oblasts.
• A Shahed drone strike on a park in Nova Vodolaha, Kharkiv Oblast killed 6 civilians including at least 2–3 children (including a 1-year-old infant), with 14 wounded — one of the deadliest single civilian strikes in recent weeks (32 sources corroborated).
• The US withheld advance ballistic missile warning from Ukraine for a second confirmed time before the Kyiv strike; Defense Secretary Hegseth has also refused to sign off on Patriot interceptor deliveries already paid for by allies, with Zelensky telling bipartisan senators the US is supplying only 12 Patriot interceptors per month — roughly four times fewer than under Biden.
• Trump publicly dismissed Zelensky, said Ukraine 'doesn't know what it's talking about,' and confirmed openness to a trilateral summit with Putin and Xi Jinping — a format that would exclude Ukraine and European allies from negotiations.
• A second overnight drone wave is underway as of 03:00–04:00 UTC Oct 20, with Ukrainian Air Force tracking reactive UAVs across Kyiv, Vinnytsia, Khmelnytskyi, Volyn, Rivne, Zhytomyr, Lviv, Mykolaiv, and Kharkiv oblasts.
