Daily Briefing

Key Takeaways

• Trump's unilaterally declared 'energy ceasefire' has collapsed in practice: Russia struck Kharkiv's CHP-5 power plant, fired 6 ballistic missiles at Kyiv, and launched 121 Shahed drones overnight — killing at least 10 and wounding 73 — while the Kremlin formally rejected the framework (52 sources corroborated).
• Washington is applying maximum pressure on Kyiv: the US State Department, Pentagon, and envoys Witkoff and Kushner threatened to suspend intelligence sharing and weapons deliveries via the PURL program if Ukraine continues striking Russian oil refineries — a threat corroborated by 22 sources via FT and Kyiv Independent reporting.
• The EU adopted its 22nd sanctions package — the largest single expansion since the war began — adding ~1,600 individuals and entities, with more than half linked to Russia's ballistic missile production chain, including Iskander-M components (27 sources corroborated).
• Ukraine's energy situation is critical: Ukrenergo confirmed Kyiv has zero domestic electricity generation capacity after all facilities were destroyed by ballistic missile strikes, and Finance Minister Marchenko warned of a $29.5 billion shortfall in pledged international financing.
• Ukraine debuted its domestically produced FP-7 tactical ballistic missile (range up to 300 km) in combat against Russian territory, and Ukrainian drones destroyed the entire Yug Rusi oil terminal tank farm at Novoshakhtinsk in Rostov Oblast (8 sources corroborated).
