Daily Briefing

Key Takeaways

• Russia is preparing its largest-ever winter energy strike on Ukraine — up to 1,000 missiles, drones, and bombs — targeting substations near three nuclear power plants (Rivne, Khmelnytskyi, South Ukraine) to force grid disconnection, plus water infrastructure in Kyiv, Kharkiv, and Odesa, per an intercepted plan reported by the NYT (10 sources corroborated).
• Ukraine struck Europe's largest oil reserve park — the Transneft 'Samara' LPDS — and the Lukoil Volgograd refinery in a deep-strike operation, destroying 8 fuel reservoirs and causing an estimated $100–200M in damage (5 sources corroborated).
• Russia launched a 108-drone overnight attack; 88 were intercepted but Kyiv's Pivdennyi Bridge was struck multiple times, one person was killed, and Shahed drones destroyed warehouses of pharmaceutical distributor 'Venta' near Kyiv — wiping out stocks from Bayer, Pfizer, Sanofi, and others (12 sources corroborated on pharma strike).
• Russia's 2027 draft defense budget hits a record $205B — up 40% year-on-year and 380% above pre-invasion levels — signaling a multi-year war commitment (7 sources corroborated).
• Zelensky's diplomatic tour secured major Western commitments including Canada's $350M CAD for Patriot interceptors, UK's £100M + 95,000 drones, Belgium's 3 F-16s by end-2026, and the EU's €2.9B disbursement under the Ukraine Facility (EU disbursement: 8 sources corroborated).
