Key Takeaways

• Russia launched its most intensive combined energy strike since last winter on Sept 29–30, firing ~190 drones and ~16 ballistic missiles (Zircon + Iskander) at Kyiv and oblast, hitting CHP-5 and Trypilska TPP, killing 5 including a child, and triggering emergency outages across Kyiv, Chernihiv, and Zhytomyr oblasts.
• Russia debuted a new cumulative-cutting special munition (KRSN) — a 40 kg charge with four strike modules — specifically designed to destroy high-voltage pylons, signaling a qualitative escalation in infrastructure targeting (24 sources corroborated).
• Ukraine's F-16 fleet is more than half grounded due to maintenance backlogs at Belgian contractor Sabena Aerospace, with the risk of exhausting available airframes by year-end at current usage rates (5 sources corroborated).
• PM Koretsky disclosed a $27B defense funding shortfall for 2026; failure to secure $20B from partners risks Ukraine's ability to sustain active combat operations into Q1 2027.
